It's a "soundboard" created in a computer with dialogue extracts from Arnie's films. Arnie's voice is manipulated by a computer geek to bewilder and anger people. There are many prank call soundboards -- Pacino, De Niro, Pesci, etc. A lot of this type of stuff is very funny.
